IP Config evaluation?

In viewing my IP config, I noticed that both IP routing Enabled and WINS Proxy Enabled are both NO. What circumstances would justify changing either one of them to YES, and would there be any problems doing this?

Windows Internet Name Service (WINS), is microsoft's version of NETBUI, you don't really need it unless you are on a network (a pretty old network). IP routing is also only needed for a network as well. If you are just using a home PC connected to the internet, neither will do you much good.
